How can a guy like me get a girlfriend?

Ok, I'm 16 years old. dont have a lisence, im somewhat shy but when i come outa my shell im hilarious, i want a girl i could just love and be with alot :) Im tired of getting cheated on too...I've been told im not ugly, but i also think im not the "cutest" Im very romantic and like to hang out a lot. How can i approach a girl i dont know or even a girl i do know and ask her out?
